I always try to find and grab old discarded front wheels for parts. Any old Atom front hub for example, will have at least two of the needed 2mm washers. If was a 100mm hub, there will be two on each side!
Most common Shimano or Joytech front Q-R hubs will have one 1mm washer per side.
I keep a huge, organized assortment of rear hub bits on hand for rebuilding and/or re-spacing rear hubs.
My Q-R front hub stock is limited to just a few hubs and axles, plus one baggy of misc spares.
I have a separate baggy for the 8mm solid axle bits, believe it or not organized between metric and what I think are 26tpi threadings.
Many of those hardware-store 3/8" washers will clear a 10mm axle.
A 5/16" washer might easily ream or file out to 9mm, and these usually have a more-appropriate OD for hubs.
