60 minute max workout time for bike - Stay on the flats or head for the hills?

Curious as to what you folks think for shorter workouts like 60 mins. (That's a shorter bike workout for me, at least.)

Head for the hills?
or
Stay on the flats?

60 mins is all you have for riding time, including all stoppage, downhills, etc.
