60 mins is all you have for riding time, including all stoppage, downhills, etc.
"Workout" implies that you have specific training to accomplish. My experience is that intervals, unless climbing-specific, are more easily done on a flat, since you have more control over your power/heart rate. If you're doing a set of short, VO2 max intervals in the hills, you'll end up doing some of them going downhill and run out of gears before you hit the required output.

OTOH, if you just want a challenging ride, head for the hills.
