25.4?? that's way smaller than what most expect on a Colnago. That's even smaller than most French C&V steel bikes and close to like Vitus Aluminum bike territory.... What kind of frame tubing does it have??
I suspect a crushed/overtightened lug clamp......or maybe even a seat post tube shim sleeve, but that would be really easy to spot......
