I'm shocked, I'm shocked I say. The painter is known for taking H tools to dropouts and charging for the alignment, dressing the BB threads and facing and "checking" the head tube facing and charging for it after the fact, and they missed an opportunity to make some dough "repairing" the seat tube and reaming at the seat lug... I'm shocked, they are missing their standards.
