It's actually pretty simple, although perverse:

1. Bike on MY road, MUST GET BY FAST.
2. Bike signaling LEFT? OMG, MUST GET BY FASTER!

Drivers don't want to be delayed/inconvenienced in the slightest, BY ANYONE, so this 'SLOW-ASS' on a bike MUST be relegated to the rearview ASAP.
