Bikes: '96 Litespeed Catalyst, '05 Litespeed Firenze, '06 Litespeed Tuscany, '20 Surly Midnight Special, All are 3x10. It is hilly around here!

Was the sleeve included in the package with the expansion plug or did you buy a stem also? It's possibly a shim to allow a 1-1/8" stem to fit a 1" steerer and a lot of 1-1/8" stems come with them.
