I will tell you that at 200$ I would buy that bike as it sits, no questions except for a thorough look over, but that's the dividing line for me. I think the parts have a bit of value, and the frame is my size (I think), so factor that in there. From photos, I don't see the rust as that bad.

Some of the value also is in your locale; some it's maybe worth a bit more, some less.

I also agree with Jet, if it fits, fix it up and keep it.
