Sirotis Welcome to the forums. I can't remember for sure if this was riveted on or screwed on. Can you post a pic? I am curious as to what your holes look like. Did it get ripped off somehow or did someone just take it off to 'Fixie" the bike. I think you may end up having to use a clamp on adaptor but that may be tricky if you still have rivnuts in the frame.

Maybe this will work if you still have rivnuts and they are in the right place
