The Trek 1200s all came with clamp-on front derailleurs and did not have a factory "braze-on" tab so someone drilled those holes after the bike was purchased. You should be able to use a clamp-on derailleur or a braze-on front derailleur with a suitable adapter clamp. Any LBS should be able to provide the adapter clamp.

This may be a silly question but ar you sure you aren't looking at water bottle cage mounting holes on the seat tube?
