You've already said it yourself The 719 is a wider rim designed for wider tires for loaded touring. If you have no intention of runing wider tires then look at a rim better suited for what you have in mind.

I have mavic A719's myself and run wide tires on them. Personally I wouldn't run anything less than a 28c on that model myself, but someone else might.
