I built a pair of medium duty touring wheels for my bike a few years ago. I used a pair of "MTB" rims - WTB DX23 29er's (aka 700C) and have been very happy with them. Their first tour was Munich to Barcelona and they held up great (I weigh 160 and carried ~35lbs of gear).
