What city in their right mind would charge citizens for infrastructure for cycling? They're trying to encourage cycling, not discourage it.

Especially in metro areas where traffic and pollution are steadily increasing problems.

It's hard enough for a car owner to humble themselves enough to get on the bike. To charge them extra for the privilege of doing something many would initially feel degraded by? Horrible, horrible idea.
