Stick one of the spoke elbows and its head between the jaws of a caliper...measure outside of shank to face of mushroom...if 6.1mm to 6.3mm...those are good spokes. If much larger, i.e., closer to 7.0mm, those are el cheapos.

Might as well use the calipers to measure the flange thicknesses as well...

Washers won't do much good though if the spokes are 14g inside 2.8mm flange holes. Usually spoke head washers are roughly the size of the spoke heads themselves...they're head spacers - not hole fillers.

Out of ideas for you at this point beyond what I've already said...
