I usually ride with a long sleeve baselayer in those conditions, as well as something more substantial than a lycra jersey (wool jersey, unless I am racing). Just put the arm warmers on over the long sleeve baselayer. If necessary, I'll use two long sleeve baselayers. Also, a vest (at least) to ward off the wind chill. That is pretty important when you get close to 0C. At 10C, I'll just use a long sleeve baselayer. At 0C, I'll use two base layers, wool jersey, fleece arm warmers (or long sleeve jersey), and a vest or jacket depending on how wet it is.

Also, fleece lined leg warmers are good near 0C. At 50C, I'll usually use some sort of thin knee warmer on the bottom.
