uhm, try 98%, 2%.

Take the bike in question, it's within 5lbs of the UCI weight limit even with the Brooks seat. Reduce the bike weight by 5lbs (25%) and the speed change on the flats is imperceptable. Speed change on a 3% grade is .12 m/s or about a 1.5% increase.

But improve the rider' wattage by 25% on a 3% grade, Speed jummps 1.13 m/s or about about a 17% increase, and on the flats it goes up by close to the same %, where it remains virtually unchanged by a weight difference in the bike.
