but its Missing the seat stay bridge holes
and the fork crown is for a track Bike, i dont see a hole ..
you say there is one.. if not,
a Daruma is a plug that goes in the bottom of the fork steerer
that then you use a bolt thru the mudguard to screw in..

that is if the fork blades are not too short. if they are I've cut the front fender
and with a bolt thru the fork crown mounted the2 sections separately.

and the seat stay brace should have a Boss in the underside to screw the mudguard into.

But that lacking , it's P clamps,
or a SKS race blade or Crud 2 fender set for race bikes w/o fittings.
