Okay, my brother has a hybrid that came with 700 38c tires on 622 rims. His hybrid also has a front suspension. He wanted to put some 28c tires on them. I know that it will probably work, but do you guys think it's a good idea to have 28c tires on a bike that has suspensions?

To be sure, you should check the internal rim dimensions. On some rims it is labelled on the the exterior of the rim itself. e.g 622x15
From there you can use the chart here to determine if the tires will be acceptable.
