The most common cause of forward freewheeling is the pawls aren't engaging in the nooks of the razor-tooth gear in the outer freewheel body. This is caused by dried out oil/grease and dirt that collects in there over time. If you've disassembled the freewheel down to where you can see the pawls (like in your photos), it's not that hard to clean out the gunk from the freewheel-body to allow the pawls to engage. In the base majority of the case, like 99.999%, it is all that's needed to get the freewheel operational again. Then lube it with light oil when you re-assemble. Most of the time, you can just spray cleaner into the gap between the inner & outer body and spin the freewheel to flush the gunk out.
Freewheels with seals between the outer & inner body lasts a lot longer between cleanings. Matter of 20-years versus every 3-6 years. Depending upon your riding environment.
