Comes with a gauge and acts like a mini floor pump, in that you put the base on the ground and use it like one. Has a built in gauge and can pump up to 90 psi. Well within your range at $17. Mine has had a ton of abuse and looks like hell from all the times I've used it on rough pavement but works 100%. I love it and would instantly replace it with another if need be. Comes with mounting hardware.

Also comes with a patch kit and tire levers, but these are for emergency use at best and don't work as well as a quality patch kit and good metal levers.
