The mounting screw goes in the top hole,
the half hole is good enough for the anti-rotation pin,
that is commonly molded in the back of reflectors..
a light mounting clip should have a similar arrangement .

I bought an oval Cat Eye Blinkie that is permanently mounted by a screw ,
just like a reflector.. it works OK.
