STI shifters?

Non-working STI = bad. They can sometimes be repaired by those with lots of patience. But they have LOTS of tiny parts that have to fit together just right.

Broken STI torn apart by previous owner = much worse. I would ditch them and throw on some 8S bar-end shifters. You'll need new brake lever too unless you want to use your dead brifters for braking purposes only.
