Since you have a quill stem, then I assume you have a 1" steel fork steerer (regardless of whether it has CF blades). If that's the case search threads for removing a frozen aluminum stem from a steel fork. If not, please restate the problem making clear what parts are stuck and what they're made of.

FYI- the steerer is the tube attached to the fork crown and which runs within the head tube of the frame to the top where the stem is either inserted (quill type) or clamped (threadless HS type).
The original fork in the '97 5200 has carbon legs with aluminum crown and dropouts, and a steel steer tube. When I replaced the fork on my '98 5500 with an all cf fork and new stem I lost a full pound off the bike.
