Sorry, but you're wrong. The guard who was outside of the armored car and awaiting for his partner to exit said armored car should have instructed his partner to WAIT until given the "all clear" that way he could have safely called 911 WITHOUT endangering his partner or the money.

But as others have said the guard from the armored car was NOT paid to protect the bicycles locked to the bike rack, nor is he paid to investigate "possible" crimes. He is paid to protect his partner and the money that they are delivering, nothing more, nothing less.

Had he done as I suggested i.e. instructing his partner to wait before exiting the armored car he would have been able to investigate the "crime" as well as call 911 without endangering his partner or the money that they were delivering.
