47CM isn't a standard 47CM with Kilos, right? it's more like a 49-50? I haven't been on a kilo in over a year so I can't remember their funky sizing
Either way, the bike is too small unfortunately regardless on that little detail. The directions bikesdirect gives people on ordering a size is a bad one to follow, but seeing how much steerer tube he has left I kinda feel like he could make it work with a long stem if he was strapped for funds and absolutely had to

I have short legs and arms. That being said, Mucky now owns my Kilo. I could fix the fitment with a longer stem, but the handling got all wonky so we traded. All my bikes have a 53ish TT. My roadie has one, and it fits perfectly (although the HT and ST angles are different), so I did the whole "size down a bit on the track bike" which felt fine for a bit, but for longer rides started to feel cramped.
