Why don't you campaign to get some speed bumps installed... a couple of those at strategic spots and the path will be unusable to your speedy friends.

Rather than trying to get more heavy handed rules and laws passed, did you consider saying anything to the bikers themselves?

Maybe I have the wrong idea because you called it a "bike" path up front and then you proceeded to describe that bikes should be banned on the bike path that you were then riding a bike on.
