What about a 15mph paceline group? They are in every right to be on the MUP, though whether this is the best place to paceline is another story. I don't agree with the "duty to be extra careful" if you have the ability to do more damage, because it goes both ways.

Campaign for speed bumps? Its a pedestrian area with wheelchairs, strollers children etc.The most obvious answer to me is to not make it harder on the mother pushing a stroller or the pensioner out for a walk, but to ride a road bike on a road or ride a mountain bike in the mountains.
And yes, I was riding my bike on the MUP - at 5-10mph because of the pedestrians. It was one of the handful of times Ive ridden a MUP and the first in "rush hour". It will be my last. No, I will never get the 18-20mph average but I also dont want to be responsible for causuing another harm due to my selfishness.
