They may be within the law - sort of. The posted 15 mph limit is the max. Kind of like me heading out to work in the AM in high-traffic. Though I am legally allowed to drive 35mph on certain roads,I may be hindered by heavy-traffic. Therefore is it OK for me to starts weaving in and out of traffic and cutting people off to get to my "legal speed"?
