Sort of? You're kidding right? If the stated limit is 15mph and they are doing 15mph, then they are not breaking the law, plain and simple. Just because you feel that a "paceline" is inherently dangerous, unless there are stated rules/laws against it, a paceline of riders doing the legal speed on a MUP has every right to be there as does the person walking their dog with an extra long leash.

This is a bad analogy. There are too many hypotheticals to even use this as an argument for or against the MUP situation.
