It doesn't lock like there are buckles in either the TT or DT (which you'd expect in a crash), so I vote for damage to the HT from some problem with the bar stem. It's not a butt weld in the HT...HT's are single piece construction. It is abnormal and unsightly, but I don't know if it significantly affects frame integrity.
