If you buy the frameset...and I suggest the Roubaix SL3 Pro...the carbon steerer is uncut. As to a factory bike with shortish steerer...Spesh doesn't build with a lot of spacers as you say...but since the Roubaix has a very tall head tube and why many choose it, not really a big deal. I bought the frameset and cut my steerer probably only 5mm longer than the factory length. A tip is...if your objective is a high handlebar position...is choose your framesize carefully...don't go small and if you want your handlebar even fractionally above saddle height for recreational or distance riding, choose a slightly unturned stem. Really no need for a big stack of spacers on a Roubaix...hope that helps.
