A bottle and the pump can both be on the same bottle bosses so there's no reason to carry it in your jersey if you don't want to. I own both sizes. Get the larger one if you'll mount it by a bottle, get the smaller if you'll put it in your jersey. The pumps are completely identical except the length so the larger will allow you to inflate tires a little faster.
