I have the same frame, same color scheme. I paid $100 for it incomplete and the paint is scratched up. It had some parts hung on with no cables. I stripped it down and built it back up as a SS. Then I "fixed" it. Been trying to flip it with a few nibbles but no takers, but it's my size and I agree with auchen, I think they're nice frames and yours could be overhauled for a mild investment. $125-$150 is a reasonable starting point for a keeper but I'd offer less and try to meet in the middle. Put another $100 and some elbow grease into it and it'll be worth every penny you've invested.
