The adjuster cares what the cyclist knows about his rights, because the less the cyclist knows, the more BS and delay the adjuster can get away with. Realistically, there is little the cyclist can do to prevent the adjuster from delaying the claim. Adjusters are suppose to delay material cost pay outs so the insurance company can make more money with that money. For medical claims, they try to pay out before the victim figures out just how bad their long term cost may be.
Thus my suggestion that the cyclist rents a bike so the insurance company has a $200 per week reason to pay up sooner rather than later. It has worked well for me.
