FIFY. the goal is rider safety, the aim is to be noticed by hapless or distracted motorists.

Low powered LED front lights, the ones that cost 15 to 50 bucks or so - the ones in use by the vast majority of bicyclists - will unequivocally be more noticeable to drivers and provide improved safety margin when set to FLASH.
