You can handle almost anything provided it's flat and you're riding solo. I've had to dismount and walk along the pavement once, but that was sufficiently windy that standing upright was difficult. Can't tell exactly how windy it was as our weather station has a habit of breaking above 50 knots.

I wouldn't ride in a bunch above 30 knots or so though.
