If you have no experience building bikes before, and you need a bike to ride soon, I'd definitely recommend complete. Building could take awhile, especially since you'd need to order tools and parts in addition to learning how to do everything.

If you want to switch parts later, it is much easier to do piecemeal.

However, building from scratch is definitely a fun project, but, in my opinion, it is best done when you have a different (complete) bike available for riding in the meantime.
