I've had similar bikes pass through my hands. A bike flipper would probably pay $10 or $20 for it. The shifters might be salvagable, the V-brakes are actually not bad. The tires, if they don't have dry rot, are usually suitable for riding on the street better than nobbies. The frame is not something you want to mess with. I bring the aluminum frames to the recycle to turn into beer cans.
BTW, if it has alloy pedals like the ones in the pic, I'd certainly save those.
