You can put low gearing on any bike. You don't need to restrict your search to a bike equipped with Apex.
For Sram, you can get a wide range cassette and an Apex (or XX mtb) derailleur.
For Shimano, buy the cassette and a 9sp MTB derailleur.
For Campy, you can get xx-29 cassettes and a road derailleur that'll shift it. I'm not sure how to go lower than that on Campy but there's probably a way.
The overwhelming big point some have missed here is that I don't have a bike to put a new cassette in. My bike was stolen. The only practical recourse now is to purchase a new bike with the APEX set up as original equipment. If there is a really great base frame that fits me well and come with an APEX drive that is the most practical way to go. My only other option is to buy a different bike and start pulling parts to accommodate the APEX parts. Just not necessary.
