you say the frame has been repainted, has the fork been repainted too? since you are buying it for the fork, and if the fork has been repainted, and that paint is working out as is, any chrome, if there is any, under the paint is probably not suitable for unpainted usage, as chrome that is intended to be painted over is usually artificially grained in order for the paint to adhere to it.
