I think they're temporarily suspending overseas orders in order to sell more frames to the younger, aspiring keirin racers in Japan. They sell the frames to fund the development of younger riders and to spread the word about keirin racing. I think they were getting too many overseas orders (probably more than domestic ones) and they wanted help out more of the younger Japanese kids. If you're a Japanese kid 15 yrs old and younger, E-Framebank throws in free parts in order to help build a complete bike. I believe they'll start taking overseas orders again when they have a better stock of keirin frames.
