What is the tubing? A good paint runs into almost $400 til you get done with shipping, decals clearcoat etc. I might hesitate to do it on a frame less than SL level unless I really loved it.
I think you should wait until you get it in your hands. Clean it real good then give it a good coat with some nice Turtle wax and see if it shines up. But definitly ride it before painting it.
