Ideally, you would have a set of slicks you use for commuting. If you ride enough, you can justify the expense of having an extra wheelset ($100). That way you can swap wheels instead of swapping tires.
But if you're looking for a nice "compromise", the Panaracer Fire XC Pro should serve you well. It has a low rolling resistance and runs smooth on pavement. It's relatively cheap and available pretty much everywhere. On dirt, they're sure and able.
Just keep in mind that there is NO SUCH THING as a tire that does double duty. So called "semi-slick" tires are meant to decrease rolling resistance on dirt. The knobbies on the sidewalls will only cause you trouble on pavement.
