have you ridden your bike in the rain since you lubed it? That dry lube doesn't last for very long.

Went back and re-read your original post. That whirling sound, maybe the rubber seal on your hub, rubbing against the hub, my girlfriend's bike had this sound. It was really annoying, I peeled it back and wiped some grease there. That fixed it.
