I would not go that far. To align a rear derailleur hanger one needs to remove the derailleur, attach the tool and then check several points as one rotates the wheel. It may take a few tries to get the hanger fully aligned. After that one needs to remove the tool and remount the derailleur. However, any shop that stops there is taking a large risk. The customer should be told up front that rear derailluer adjustment (and condition if a crash caused the hanger problem) needs to be checked as part of the procedure. Depending on what is needed I would not find it out of bounds for the cost to go to $15 or more.
