The tires I almost assume need to replaced anymore. You don't know the age of the rubber and they hold high pressure(110 psi usually). I have had "decent" used tires blow out when pressurized on a hot day, which was miles from the car. Comparatively new tires are cheap(not free) and you know them. Same with grip tape. It can collect bacteria and other crud, so it's just as well to get new. The frame looks sound and the wheels look decent from the pix. I'd say for a decent bike that wasn't so bad of a deal
