Expanding on what fietsbob said, with some sizes (24" in my case) 24" is not always 24" look for the ISO size of the tire and the tube in mm this will be the bead seat diameter which is a more exact size measurement. I just had a headache wondering why every tube size I tried was too long, this was the solution.
