This may be prevalent in situations where the cyclotourist is encountering a lot of intersections.

most american touring is on roads with limited intersections compared to overtaking and oncoming traffic.

Cyclotourists should concern themselves with being visible and noticable early and conspicuously from the front and rear. passes, overtaking traffic and cars passing in the oncoming direction.
