It's a bolt. The photo is from an older time when they did those frames in green/white or gray/white.
If you look at the downtube on the left most bike, you'll see a "Cinelli" logo.
2 out of the 5 frames in the picture/ 1 out of the 2 frame models are a favorite in my book.
