Unfortunately this will be an expensive fix. That fork and steer tube are way off. New fork, chain, cassette, shifters are going to run you 500+ tune. this is not a worthy fixer unless you have some sort of sentimental attachment. see the post above for some decent sub 300 options for a road bike. also look at decent hybrids. For some reason they seem to be more abundant at bike shops in that price range.
